Australian Government Department of Education [AGDE] (2022). Belonging, Being and Becoming: The Early Years Learning Framework for Australia (V2.0). Australian Government Department of Education for the Ministerial Council. Source p2 names this as the official Ministerial Council-approved version. Current approved-frameworks guidance identifies V2.0 (2022) as birth-to-five national NQF authority and states that the original V1.0 is no longer approved. It also identifies jurisdiction-specific Victorian frameworks. Its service obligations do not create a compulsory home course.
The actual introduction pp4–5 places the framework in early childhood educators/providers' professional work, in partnership with families, communities and others; it leaves jurisdiction relationships to jurisdictions. Actual p29 describes broad, contextual, integrated outcomes and non-linear learning. Its evidence/practice examples are examples, not an infant milestone checklist or prescribed sequence for these cards. Professional assessment/planning pp25–28 remains a wider contextual service process; optional home noticing is not a substitute for it.
| Page-bounded connection | Original proposed opportunity | What it does not establish |
|---|---|---|
| Principles pp14–15; responsiveness pp21–22 | Familiar relationships, meaningful present contributions and family-informed communication help the adult decide whether/how to join | Secure attachment, brain/physiological effect, efficacy, actual family partnership or approved programme |
| Environment p23 | Ordinary comfortable accessible play and usual supports; quiet or individual participation; no new equipment necessary | A certified safe material, complete inclusive environment, outdoor or sensory provision |
| Outcome1 overview pp30–32 and agency example p33 | Adults respect a known current no/help/choice and keep adult acts separate from child decisions | Complete identity/agency/resilience/independence, self-regulation or a birthday goal |
| Outcome4 overview/example pp50–54, especially cause/effect and inquiry examples p53 | Existing wanted contact/motion can be noticed; a child may choose a small suitable try or direct an adult; fiction and actual effects stay distinct | A complete experiment/investigation, independent manipulation, prediction/generalisation, measured force/friction, transferred learning or a law understood by the child |
| Outcome5 communication overview/examples pp57–59 | Usual communication may convey purposes, change shared play or clarify a message; original tiny fiction can have a child-owned consequence | Speech, gaze, hearing/vision ability, a prescribed symbol system, full text/media/digital provision or complete Outcome5 |
These are partial planning links. E1/E4/E5, if later used, are own shorthand for official numbered outcomes, not new official curriculum codes. No Outcome2/3 completion, broad cultural-source coverage, all framework components or whole-year claim is proposed. Child manipulation is claimed only for an actual observed child act; direction of an adult, paper/story prediction, supplied illustration and unmade plan supply different evidence. Shared attention is an opportunity to respond to an existing interest, not compulsory gaze at a common object or proof that an adult/child understands the same meaning.
The September 2024 responsiveness sheet adds reflective professional questions and examples across its own age groups. Those examples are not adopted as birthday expectations, support-removal/independence targets or required home objects. Source references and example age bands do not authorise infant/toddler assessment through these offers. No source developmental, neural or wellbeing claim is transferred into a pack-effect promise.
