National early childhood authority is EYLF V2.0, not ACARA school content descriptions. There is no invented AC9 code, whole-outcome/year/all-state attainment or new legal/clinical authority. These links support original adult planning; the original card expressions, stories, illustrations and solved contexts are not copied source activities.

Actual access and reading

Eight fresh ordinary native GETs failed before a response body; see source-access.json for each actual URL/time/error. Failures included connection resets, remote connection closure and name-resolution errors. They are not 200/403 responses or successful downloads. No configuration/authentication workaround was used. Current primary indexed text was separately read through the web tool, with its limited text scope; there was no remote rendered-layout review.

Root supplied exact retained primary PDFs from its actual earlier 1 October 2026 ordinary 200 retrieval. I independently hashed them, copied their unchanged bodies privately with preserved metadata, extracted/read selected actual pages and retained root's actual GET receipt separately. That is a new reading of an existing exact body, not my successful fresh download. The originals are guarded in before-source-pdfs.json; copy pins and page scope are in source-reading.json.

The raw PDFs, selected-page extracts and historical retrieval receipt are private verification sources. They are not proposed public card/asset downloads. Official photographs, illustrations, logos, tables, article activities and source sheet art are not reproduced in the teaching proposals. Excluded photographic images in a privately retained full source do not receive the original-teaching licence.

National framework finding and own partial planning connection

Australian Government Department of Education [AGDE] (2022). Belonging, Being and Becoming: The Early Years Learning Framework for Australia (V2.0). Australian Government Department of Education for the Ministerial Council. Source p2 names this as the official Ministerial Council-approved version. Current approved-frameworks guidance identifies V2.0 (2022) as birth-to-five national NQF authority and states that the original V1.0 is no longer approved. It also identifies jurisdiction-specific Victorian frameworks. Its service obligations do not create a compulsory home course.

The actual introduction pp4–5 places the framework in early childhood educators/providers' professional work, in partnership with families, communities and others; it leaves jurisdiction relationships to jurisdictions. Actual p29 describes broad, contextual, integrated outcomes and non-linear learning. Its evidence/practice examples are examples, not an infant milestone checklist or prescribed sequence for these cards. Professional assessment/planning pp25–28 remains a wider contextual service process; optional home noticing is not a substitute for it.

These are partial planning links. E1/E4/E5, if later used, are own shorthand for official numbered outcomes, not new official curriculum codes. No Outcome2/3 completion, broad cultural-source coverage, all framework components or whole-year claim is proposed. Child manipulation is claimed only for an actual observed child act; direction of an adult, paper/story prediction, supplied illustration and unmade plan supply different evidence. Shared attention is an opportunity to respond to an existing interest, not compulsory gaze at a common object or proof that an adult/child understands the same meaning.

The September 2024 responsiveness sheet adds reflective professional questions and examples across its own age groups. Those examples are not adopted as birthday expectations, support-removal/independence targets or required home objects. Source references and example age bands do not authorise infant/toddler assessment through these offers. No source developmental, neural or wellbeing claim is transferred into a pack-effect promise.

Selected current Queensland and material guidance

Current primary indexed Queensland Inclusion ready main inclusion/practices/pathways/partnerships/obligations text was read; displayed last update 7 December 2023. Its focus is inclusive services, tailored responses and family partnerships. Proposed usual supports and alternatives are original practical choices; source service obligations are not declared fulfilled. QKLG kindergarten and Foundations for Success links remain different, culturally/local-authority-dependent pathways. No QKLG preschool assessment is mapped to this infant/toddler proposal.

Current primary indexed Queensland Baby playtime main page was read; displayed update 5 September 2023. Familiar adult interaction is relevant. Source physical, sensory, physiological, sleep and imitation advice is not reproduced as necessary child action, an expected response or guaranteed effect. No tummy-time/posture, feeding, sleep or therapy instruction is proposed. The source's examples are not copied card scripts.

Current primary indexed ACCC Kids' toys guide relevant main material/age-labelling/condition/instructions/recall/use sections were read. They support checking suitability and condition; an adult's “large” judgement alone is insufficient. The proposal avoids small parts, cords, batteries, magnets, foam and new household engineering, using no-object routes instead. No product testing, compliance certification or general guarantee follows. No downloaded choke-check template, safety tool, article card, photo or video is supplied. Source recall items are current listings, not a clearance of any chosen family's item.

Item-specific rights findings, not a blanket media licence

EYLF p2: Specific CC BY 4.0 covers document material except photographs/trademark-protected material; ACECQA owns photographs with reserved rights. Attribution and notice of changes apply. Current ACECQA website copyright says ©2026 ACECQA and gives general non-commercial website-use permission subject to contrary item-specific terms. The framework's specific licence is distinct. Raw framework and responsiveness sheet remain privately retained source material with their actual rights/exclusions, never relabelled original teaching/code.

Actual software/font: Owned generator/verifier/fault software uses Apache-2.0 with complete licence/notice companions; generated original learning art stays CC BY 4.0. Any installed-font embedding requires actual font pin and complete exact upstream notice. Prefer simple vector shapes and installed DejaVu if needed; no distributed TTF binary is proposed. Exact per-item font terms remain separate from CC BY/Apache. Technical code is held, not an ordinary runtime candidate. Full exact 3,859-byte installed DejaVu notice is copied unchanged as an ordinary paired PDF dependency; no TTF is distributed.

Family/community knowledge: Original invented scenes supply no real cultural testimony, traditional story, First Nations language/sign, community authority or translation. Existing competent family communication may be used privately in its proper context; this does not create an authored translation or transfer language-owner rights. Cultural/state overlays remain open and need their own relationships/authority/review. No child identity, voice, image, personal location or actual work collection is required.

Unfinished source and use gates

Source access is partial: new direct attempts failed; retained exact primary bodies and current indexed text were read as stated. Native HTML bytes/current remote visual layout are unverified. Only 28 EYLF pages, not 72, were read. Other seven state/territory overlays and Victorian-specific framework applicability remain open; the existing coverage tracker is preserved, not replaced. Current safety guidance informs narrow planning but certifies no object/child/setup. There has been no local educator clearance, human family trial, actual infant/toddler observation, physical printing, source publication or website delivery for this proposed leaf.

The sealed proposal preserves actual source failures/body provenance and exact focused all-four custody. Native authoring is approved only for this new leaf. Current actual output/view/fault/custody proof is separately held; source/site publication and local/human gates remain open. Historical proposal failures and readings are not rewritten as new successes.

Exact item-specific native inventory and delivery routes

This full native source inventory includes its own held manifest. These item routes are author recommendations, not publisher parser exceptions or a release approval. Root binds any independently reviewed public projection and separated adult roles. An ordinary file may link only to another ordinary delivered candidate; top-level code/reproduction/layout/self holds count just like source-directory holds. Plain offline path names supply no hosted delivery claim. The font notice is an ordinary complete PDF dependency.
