Tactile route: stack four full-word numbered cards with a raised spacer between them. Keep the source and quantity on card 1, and “not established” on card 3.

Next four decision criteria: effectiveness asks whether a stated goal appears met; efficiency asks how resources are used in pursuit of goal; competitiveness needs comparable market evidence; stakeholder satisfaction needs relevant feedback, not an assumption. Tactile route: create two separate four-card stacks headed “who acts?” and “how judge?”; keep full labels and evidence cautions with each card. A narrow cost ratio alone does not establish all four criteria.
